Role Description

The Workforce Development Coordinator will lead and take carriage of a new workforce development initiative which sets out to design a community-based Aboriginal environmental health worker workforce in the Northern Territory. 

 

The Workforce Development Coordinator will work closely with a range of stakeholders including AMSANT and its Member Services, NT Health, community-based stakeholders, education providers and other relevant institutional stakeholders to co-design a trial-ready pilot model for introducing an Aboriginal environmental health worker workforce in community controlled and NT Health clinics.  The workforce Development Coordinator will ensure the pilot design informs and aligns with relevant NT and national strategies including the National Agreement on Closing the Gap, the End RHD End Game Strategy, the NT Rheumatic Heart Disease Strategy, and the Trachoma Strategy.  The workforce Development Coordinator will also participate in efforts to secure funding for the pilot following completion of this design phase. 

 

Responsibilities

  1. Build on work completed to date to compile a comprehensive evidence base to inform the design of the pilot project, including alignment with local and national systems and policies.
  2. Design and lead a series of focused consultation activities with community and institutional stakeholders to define the scope of the role and support needs of the proposed workforce.
  3. Engage relevant expertise to conduct training and education needs analysis, career pathways development and appropriate education providers.
  4. Lead activities to promote and advocate support for the workforce at all levels, including participation in relevant local, NT and national working groups.
  5. Develop detailed pilot program design documentation, including a pilot implementation plan, M&E plan and budget.
  6. Finalise detailed activity plans to guide the pilot design project’s implementation, monitoring, and evaluation.
  7. Provide regular project status reports and updates to facilitate timely and informed decision making by stakeholders and project governance committee.
  8. Manage Project compliance and reporting requirements.
  9. Other activities as directed by the WALS team Manager.

 

Selection Requirements (Qualifications & Attributes)

 

ESSENTIAL

  1. Demonstrated in-depth knowledge and understanding of Aboriginal and Torres Strait Islander peoples, cultures, histories, politics, and principles of Aboriginal Community controlled health sector.
  2. Demonstrated ability to effectively communicate and engage with Aboriginal and Torres Strait Islander people in a culturally appropriate and respectful manner.
  3. Tertiary qualifications in public health or environmental health, and/or at least 7 years’ experience leading public health and/or environmental health projects with remote Aboriginal communities.
  4. Demonstrated experience building and maintaining effective working relationships with community and institutional stakeholders including Aboriginal Community Controlled Organisations, government agencies, local councils, and non-government organisations. Experience leading multi-stakeholder co-design processes will be well-regarded.
  5. Demonstrated high level project management skills.
  6. Experience developing and advocating for programs in response to community priorities.
  7. Ability to research and synthesise information for reporting to a variety of audiences.
  8. Ability to manage workflows and balance competing priorities with minimal supervision.
  9. Capacity to travel including to remote areas for extended periods.

 

DESIRABLE

  1. Experience working in an Aboriginal Community controlled organisation.
  2. Experience in Aboriginal workforce development, education, and training.
  3. Understanding of primary health care service delivery in remote Aboriginal communities in the Northern Territory.
  4. Business development experience including development of funding proposals.
